They can be both things. Especially at a zoo, where they spread toxoplasmosis to the collection animals.

my poor yard skunks, getting no entrails of chicken, or fresh/canned fish! I just leave out dry dog food, some peanuts, raisins, and occasionally chicken or ham that's about to go bad but hasn't yet.

Bacon (lightly cooked) works great for cat traps. It's easy to tie it to something inside so that the cat has to step on the lever to pull on it.
