The statue is part of the Riverwalk development--a bunch of new construction by the River to try to draw tourists to Hartford. It apparently has fiber optics in it (the statue) that represent or depict fish. The anadramous fish were important to the Native people; the plaque in front of the statue says that the fish have returned lately because the river isn't as polluted as it used to be.
