Perhaps you have emu-handling experience (I say that in all seriousness), but I find it a little implausible that a giant net is going to slow down an angry emu. They are steel-tough (un-electrified versions), crazy-ass, giant birds. They bite. They kick. They can break bones. They sometimes aim for the eyes (maybe it was just MY eyes they didn't like). I'm not saying an electrified stun is a great idea, but I don't think most animal control agencies are prepared to deal with large, angry moose-birds.
