I don't know that this has any validity any more - it started to break down around '99 - but I noticed NYC seemed to alternate between cold, snowy winters and not so bad winters when one could, for example, nip across the street to use the washing machines in the basement of the building opposite while wearing the T-shirt that NYC apartment heating tends to mandate.
