I can't quite read it. Does it say, to the person who hit my cat, please call? Why would they want to do that? So she could kill them in retribution?

It's a mystery. Outstanding vet bills? A stern talking-to? Cost of cremation and burial? They wanted the driver to be confronted by crying children? I can't imagine that it worked.
