"Zodiac", by Neal Stephenson? It's an "eco-thriller" that takes place in Boston. It gets over-the-top at the end -- Stephenson has a little trouble keeping his endings under control, I think -- but it's pretty entertaining.

Anyway, a fair bit of it takes place on Spectacle, back before it was a national park, when it was really just a huge garbage dump for the city of Boston. That island's got quite an interesting history -- in fact, the size and shape have changed dramatically over the centuries, due in large part to decades of dumping. What an odd site for a new park!
