Yeah, looks a little big to be a sharp-shinned, not big enough for goshawk...
Interesting find to say the least. They're not a common species up here (sharp-shins are more common), and that's some odd behaviour... hard to say WHAT it might have been doing. Perhaps it's trying to go Lemarckian and become waterfowl!
